Maha–Metro’s Initiatives to increase Non-Fare Box Revenue

Maha-Metro has taken certain PD initiatives so that the overall city infrastructure can be uplifted & promoted. This shall benefit the metro commuters by providing one stop solution to its needs. These initiatives shall also lead to generation of non-fare box revenue for Maha-Metro.

The Property Development Cell, of Maha-Metro is continuously focusing to build long term relationship with major brands as well as leading Corporates. With the constant efforts taken and multi-pronged strategies adopted, the Non-Fare Box Revenue is likely to increase many folds in the coming years which will contribute substantially towards the overall revenue growth of Maha-Metro.

Maha-Metro envisages Non-Fare Box revenue through following means –

1) Additional Cess on Stamp Duty (1%)

2) Transit Oriented Development (TOD)

3) Property Business (PB) Spaces within Metro Stations

4) Property Development (PD) on Stand Alone Plots

5) Co-Branding Rights of Metro Stations

6) Train Wrapping Advertisement

7) Connectivity to Metro Station

8) Indoor Advertisement inside Metro Station

9) Advertisement on exterior space of Metro station

10) Hiring Maha-Metro premises & Metro train for Group Tours, Pre-Wedding Photo Shoot, Shooting of films documentary, TV commercials and Birthday Party.

In addition to the above initiative, Maha-Metro is planning to give Large Land Parcels (Stand Alone Plots) available at Dhantoli, Kasturchand Park and Zero mile on long term lease of 60 years, on Public Private Partnership (PPP) based on revenue sharing model / upfront + Annual license fee model, which will generate Non-Fare Box Revenue in the form of Upfront Premium and Annual Concession Fee.

Major Achievements of Property Development

1) The Govt. of Maharashtra ‘Principally’ approved the Maha Metro to act as ‘Special Planning Authority’ for their own projects falling in Nagpur Metro Rail Corridor.

1) The Govt. of Maharashtra vide their Notification No. TPS-2417/183/CR-172/2017/UD-09 dated 11th June, 2018, have appointed Maharashtra Metro Rail Corporation Ltd. (Maha-Metro) to act as a “Special Planning Authority”, for land belonging to Nagpur Metro (Click Here For Notification)

2) The advance possession of Dhantoli and Zero Mile site is already received by Maha-Metro in April, 2015 and August, 2015 respectively.

2)The land parcel bearing Khasra No. 98, 99, 100, 101, CTS No. 9, Mouza Dhantoli admeasuring an area of 19890 Sq. mts, is changed to Commercial user as per the Govt. Resolution No.TPS-2415/182/CR- 98/2015/UD-9 dated 10 th November, 2017.Click Here For Notification

2) (a) The land bearing Khasra No. 302, CTS No. 1848, Mouza Sitaburdi admeasuring an area of 3534.648 Sq.mts. is changed to Commercial user as per the Govt. Resolution No.TPS-2415- 182-CR- 98-UD- 9-2015 dated 14th March, 2018.(Click Here For Notification)

Non Fare Box Revenue

1% Additional Cess on Stamp Duty

  • Government of Maharashtra vide notification in Govt. Gazette dated 21.08.2015 amended the Maharashtra Municipal Corporation Act 2015, to levy 1% additional surcharge on stamp duty in accordance with section 149(B) of this Act. The said surcharge can be levied in cities, where Vital Urban Transportation projects are implemented.(Click Here For Notification)
  • Further GoM vide notification dated 30.06.2016, declared Nagpur Metro Rail Project as a vital Urban Transport project. (Click Here For Notification)
  • Accordingly, the recovery of 1% Additional Surcharge on Stamp Duty was started from October 2016.
  • On behalf of Maha-Metro, Government of Maharashtra collected an amount of Rs. 488.61 Crores till December 2024 , towards 1% increase in Stamp Duty, which will be disbursed to Maha-Metro during operational phase.

  • TOD Policy

  • Jurisdiction of TOD - 500 Mts distance on either side of the Nagpur Metro Rail measured from its Center line and also includes the area falling within 500 Mts. distance from the longitudinal end of the last metro railway station, and upto 4 FSI is allowed subject to Plot area and width of road. This regulation is also applicable for all the Planning Authorities from where the Metro Rail is passing through.
  • Following the various suggestions and objections raised by Public, The GoM vide notification dated 16th June, 2017 published the final TOD notification.(Click Here For Notification)
  • The GoM vide Notification No. TPS-2414/477/CR/-248(Part-1)/2014/UD-09 dated 02nd November 2018, approved the TOD policy.(Click Here For Notification)
  • The GoM vide notification dated 24.07.2017, have fixed following premium for availing additional FSI as per TOD :-(Click Here For Notification)
    a) 30% of ASR value for minimum Tenement density of 200 Tenements per Hectare
    b) 40% of ASR Value for Tenement density is less than 200 Tenements per Hectare.
  • The Premium so collected shall be distributed equally among Maha Metro and Planning Authorities (NIT/NMC/MADC).
  • Maha-Metro started getting this 50% share of premium so collected from Oct’17, and an amount of Rs. 150.30 Crores is received till December 2024 , on account of TOD Policy.
